基于DEA方法的黑龙江国有林区生态效率核算

以黑龙江国有林区为研究对象,基于DEA方法对黑龙江国有林区的生态效率进行核算。鉴于黑龙江国有林区的特殊性,选取经济类指标林业总产值作为产出指标,资源类指标万元林业总产值能耗、在册职工人数、环境类指标工业废水、废气、固废作为投入指标,应用DEAP Version软件的核算结果显示:牡丹江和伊春林管局达到了生态效率技术有效,而合江和松花江林管局没有达到生态效率技术有效,为了实现黑龙江国有林区生态效率均达到有效状态,通过清洁能源使用、减少加工企业数量和区域间资源共享三个方面来提升黑龙江国有林区的生态效率。

Accounting of the Heilongjiang State-Owned Forest Area Eco-Efficiency Based on DEA

The paper takes the Heilongjiang state-owned forest area as the study object,based on DEA method to account the state owned forest area eco-efficiency. In view of the particularity of the Heilongjiang state-owned forest area,choosing the forestry output value as the output index,the energy consumption of forestry output value per ten thousand,the number of registered workers,industrial wastewater,waste gas,solid waste as the input indexes,applying the DEAP Version,the results show that the forestry administration of Mudanjiang and Yichun reach the efficiency of the ecological technology,the forestry administration of Hejiang and Songhuajiang do not reach,in order to achieve the whole ecological technology efficiency. there are three ways to improve the Heilongjiang stateowned forest area eco-efficiency,that is using the clean energy,reducing the number of the processing enterprises and regional resources sharing.
