云南少数民族地区可持续发展理念的形成和发展

在自然经济模式下,人们对资源的开发和利用十分有限,经济发展水平低,交流范围狭窄,因此,可持续性和生态平衡得以较好地维系。改革开放以来,特别是国家确立了建立社会主义市场经济体制的目标模式之后,少数民族地区的商品经济均有不同程度的发展,在国家确立了西部大开发和全面建设小康社会的战略目标之后,少数民族地区商品经济迅速发展起来。商品经济的发展对生态平衡和可持续性带来了前所来有的冲击,如何通过制度安排和技术手段来发展经济的同时保持生态平衡,实现可持续发展是少数民族地区经济发展面临的一个两难选择,为解决发展和保护之间的矛盾,云南少数民族地区可持续发展的理念便逐渐形成和发展起来。

The Formation and Development of the Concept of Sustainable Development in Minority Region in Yunnan

Under natural economy mode,limited exploration and application of resources,the low level development of economy,and the narrow channels of communication well maintained the sustainability and ecological balance of the place.Since the reform and opening to the outside world,especially the establishment of the purpose to set up socialistic market economy system by the state,commodity economy in minority regions has different levels of development.It is after the establishment of the strategic objectives of the government to develop western regions and build welfare society from all-around that the commodity economy in minority regions develops fast.The development of commodity economy brings unprecedented impact to ecological balance and sustainability of the regions.It is difficult to choose between developing economy by using politics and techniques and protecting the ecological balance to maintain the sustainable development in minority regions.In order to solve the problem between development of economy and protection of the nature,the concept of sustainable development of minority regions in Yunnan province are gradually formed and developed.
