页岩气开发现状及发展前景——关于促进我国页岩气资源开发的思考

全球页岩气资源量为456.2万亿立方米,约占全球非常规天然气资源量的50%.页岩气开发是一个新兴的能源产业,目前主要集中在美国、加拿大以及欧洲的一些国家.2008年,美国页岩气产量为507亿立方米,占全美天然气总产量的9%左右.中国具有良好的页岩气形成和富集的地质条件,但页岩气开发还处于前期的探索和准备阶段,商业化开发尚未起步.为此,建议我国开展全国页岩气资源战略调查与评价;研究制定全国页岩气发展规划,引导页岩气开发;创新油气资源管理体制,完善区块矿权设置制度;实行引进与自主创新相结合,加强关键技术工艺研发;制定优惠税费政策,激励页岩气开发;积极开展对外合作,建立页岩气开发先导试验区.
