城乡一体化与财政支农政策结构调整

城乡一体化是解决“三农”问题及城乡居民收入不断扩大的必然要求，要实现这一目标，则要求财政对“三农”给予大力支持。针对我国目前财政支农支出存在的财政支农绝数值上升而相对比重略降，用于农业基本建设的支出规模较小等问题，应完善财政支农政策结构，走农业产业化、农村城镇化、农民合作化的道路，不断形成城乡经济社会发展一体化的新格局。

Urban -rural integration is necessary to the solution of ＂three rural＂ development lag and constant expansion of urban and rural residents income. In order to achieve this objective, the finance is required to support the ＂three rural＂ problem. In view of the current financial status of agriculture and the existence of expenditure, it needs to reform policies to improve the financial structure of agriculture, engage in agrieuhural industrialization and rural urbanization, farmers＇ cooperation to evolve integration of urban and rural economic and social development.
