物化土地使用权构建农村土地流动的市场机制

农村经济的市场化主要在于农民和土地（使用权）的市场化，承认农民土地使用权为物质利益获取权，给予其合法的参与市场流动配置的空间。逐步使广大农民携带其土地使用权真正进入市场经济，从根本上减轻农民负担，继家庭联产承包责任制后，顺应市场经济要求，进一步释放农民积极性和农村生产力。利用土地流动，优化农村资源配置并全面提高农村经济面对城市（镇）化和加入WTO而受冲击的市场生存与应变能力。

Materialize the Right of Land Operation and Build a Market System of Rural Land Transfer

This paper holds that recognizing peasants' right of land operation as their right of making profit, granting peasants the right to participate in market economy with their land operation right, and lightening peasants' burden are important to further releasing of peasants' enthusiasm and agricultural productivity, particularly in the case of challenges arsing from urbanization and China's entry into WTO.
