以政府采购方式推动农民工就业与培训

农民工的就业与培训是紧密联系在一起的，对农民工就业难往往更多地归结于农民工自身文化素质水平较低这一原因。事实上，对农民工培训的不到位更是深层原因之一，而产生这一问题的关键在于现有就业制度安排和农民工培训制度安排的不合理，造成了既定制度目标的漂移。解决问题可以采用建立“政府采购促进就业培训”的制度模式。
