论贵州农村经济可持续发展——基于农村土地资源经营和农村劳动力资源流动的角度

农村劳动力外出务工形成了农村新的经济形式-劳务经济,这客观上增加了农民收入,但从长期来看,农村劳动力外出务工造成了本地劳动力资源的潜在流失,使农村土地资源逐渐荒种化,从而使贵州农村经济发展失去了基础性保障.通过对农村土地资源经营效益低-劳动力资源流失-土地资源荒种的循环影响分析,结合农村劳动力资源流动和农村土地资源经营的相互关系,提出了在发展劳务经济的同时,兼顾土地资源的经营和逐渐调整现有土地流转体制,实现贵州农村经济可持续健康发展.

Sustainable Economic Development in Rural Guizhou——Management of Rural Land Resources and Flow of Rural Labor Resources

Migrant workers from rural areas form a new form of rural economy - labor economy, which objectively increases rural incomes. In the long term, however, this causes potential drain of local labor resources and deserts rural land resources, thus depriving rural economic development in Guizhou of basic safeguard. This paper analyzes the cycle whereby low ef ficiency in operating rural land resources causes drain of labor resources, which in turn results in deserted land resources, It also analyzes the relationship between flow of rural labor resources and management of rural land resources. It is proposed that emphasis should be given to management of land resources while developing labor economy, and the existing land circulation system should be gradually adjusted, so as to ensure sustainable and healthy economic development in rural Guizhou,
