| 摘 要： | 湖南省担保行业迫切需要开展再担保以切实缓解中小企业融资难问题。本文在多方调研的基础上，总结国内外再担保机制的经验与教训，结合湖南省担保业的现状，提出应明确地将省担保公司定位为再担保机构，由其发起建立再担保基金，以自身信用和再担保基金规模向银行申请担保信用，再转授给符合条件的但保机构，并承担最终风险。同时设计了具体的实施方案，为湖南省建立再担保机构支持信用担保发展和中小企业融资提供理论依据和操作层面的参考。

| Abstract: | It＇s very important to apply re-guarantee to the guarantee system in Hunan Province in order to effectively alleviate the SMEs＇ financial problem. The experience in founding Re-guarantee mechanism was summed up by various studies. According to current situation, this paper points out that re-guarantee fund should be founded, and the founder who is also the re-guarantee mechanism of the whole province apply for credit guarantees from banks, then grant these guarantees to guarantee mechanism which meet the conditions, and bear the ultimate risk. The design of implementing proposal was also given in the paper to fund the re-guarantee system in Hunan Province to support the development of credit guarantee system and SME financing. |
