| 摘 要： | 具有时空双重地方性特征的＂地方＂是地方政府职能发挥和转变的独特场域。政府职能转变只有把握地方的时空地方性特征,才能实现社会的良好治理和本地社会经济的持续发展。在政府职能转变过程中,地方政府职能转变是中央政府职能转变目标在地方的具体体现,其基本路径是从＂管理型＂政府向＂服务型＂政府的转变。
