| 摘 要： | 研究目的:系统回顾建国以来中国土地利用战略,预测分析当前土地资源现状及未来的利用趋势,指出现行土地利用战略存在的问题,提出转变土地资源利用战略的建议。研究方法:调研分析法和专家咨询法。研究结果:土地资源的供需矛盾乃是当前土地利用的主要矛盾,有限的土地资源不能满足各部门的土地需求乃是当前主要的土地问题。现行的土地资源利用战略不能从根本上解决土地资源的供需矛盾。研究结论:解决新阶段土地问题的关键是全面地节约集约利用土地、提高土地利用效率;应实现在节约集约利用土地的基础上,保发展,保资源,保环境(三保一基础)的土地资源利用战略转变;要多管齐下,提高农用地质量,实现农用地数量保护与农用地生产能力提高并重的土地资源利用战略转变;建议实施差别化的区域土地利用战略。
