工程建设项目招标投标过程中的主要问题及对策

目前我国工程建设项目招标投标工作存在一系列问题有待解决。究其原因,主要是招标投标管理体制没有理顺、招标投标法律法规不够完善、有关人员法律法规意识淡薄、工程建设市场供求关系失衡、招标代理机构受制于招标人等因素。解决这些问题,应当加强对招标投标活动的统一管理,优建立统一的公共资源交易市场,全面推进网上"电子招标",建立统一规范的招标投标运行制度,强化招标投标重点环节监督管理。

Construction Project Tender Inviting and Submitting：Problems and Suggestions

There exist many problems in the process of construction project tender bid in China. This paper lists five main causes for these problems： the management system of bidding and tendering is not rationally clarified; there is not a complete set of relevant laws and regulations; the personnel involved lack legal awareness; illegal behaviors are not rigorously punished; and bidding agencies cannot guarantee the fair evaluation of bid. To solve these problems, unified management of bidding and tendering events should be implemented, unified trading market of public resources should be established, online bidding with electronic texts should be promoted, unified and standard operation system of bidding and tendering should be set up, and supervision and management of the key procedures in bidding and tendering should be strengthened.
