| 摘 要： | 水源保护区作为发展相对滞后的区域,经济发展与生态保护之间存在着明显的矛盾。从经济发展与环境保护之间的关系分析出发,运用外部性理论对水源区农业生产活动方式与经济效益、环境效益间的关系及区域内农民、区域外社会成员、政府之间的权利义务进行探讨,并通过水权理论提出了解决水源区生态保护外部性的途径。
