| 摘 要： | 随着合同能源管理机制进入中国,北京市节能服务产业已初具规模且整体实力较强。北京市政府予以政策方面的大力扶持,并搭建起合同能源管理支撑服务体系,首批示范改造项目节能效果显著。但是,对于北京大批具有节能潜力的新建项目,传统合同能源管理模式有一定局限性,需要对其进行适当创新和改进。
