当前,中国在外贸领域出现较为严重的失衡现象,差别型外贸体制造成了激励与竞争扭曲,配套性体制不健全和行政体制缺陷诱发市场与政府控制失灵,增加了抑制外贸失衡的调控难度以及扭转外贸失衡的体制成本。应落实科学发展观,实施贸易均衡发展战略;构建促进贸易增衡发展的制度体系;转变出口导向;发挥政府在外贸均衡发展中的关键作用,为外贸发展提供公平可靠的外部支撑,促进外贸均衡发展。

Analysis on Systemic Factors of Chinese Imbalance in Foreign Trade

Now the imbalance phenomenon is serious in China's foreign trade.The differential foreign trade system caused the distortion of motivation and competition,the imperfection of coordinated system and administrative system lead to the control failure of market and government and increased the difficulty and cost of controlling imbalance in foreign trade.Based on scientific development view and developing strategy of trade balance,the government should construct the system of promoting balance development of trade,adjusting export orientation,playing its role in balance development,providing fair and reliable support from outside and promoting the balance development of trade.
