论“首位城市”建设——兼论强化南宁市功能作用

文章通过对广西以及南宁市发展状况的分析，指出，把南宁市建设成为综合实力雄厚的广西“首位城市”，以此带动广西北部湾经济区乃至全广西经济社会又好又快发展，对于缩短与先进省市的差距，建设富裕文明和谐新广西，十分重要，也十分必要。文章提出，要把南宁建设成广西首位城市，应做大做强南宁市的产业和企业，不断增强产业的聚集力；强化服务功能，不断增强产业的聚集力；夯实教育基础，大规模培育和输送人才、智力；着力于创业创新，建设好科技企业的孵化基地；本着以人为本，全面发展，极大地增强城市综合实力。

The First City:To Enforce Nanning's Function in Guangxi
