京津冀科技创新协同发展战略研究

国家推动京津冀协同发展规划的提出,为三地科技协同发展提供了难得的历史机遇。文章分析了三地由于科技创新资源分布不均衡、创新成果区域间转化存在障碍、创新人才流动受制于体制约束等问题,阻碍了京津冀科技创新协同发展的效率。京津冀三地科技创新协同发展需要在认清三地科技创新优势与困境的基础上,打造京津冀一体化的科技创新体系,通过制定一体化的发展战略实现"官产学研"合作的新典型。通过京津冀科技创新系统的协同,以建设高端人才聚集、流通工程、科技创新保障机制工程,推动大项目在天津和河北落户、推进产权交易市场建设、促进科技创新金融中心建设、积极承接北京的教育和科研的功能等发展战略,在实现创新资源的流动和创新成果的转化的同时,推动科技创新能力"均一化"发展,进而促进形成具有一定创新优势的科技创新簇群,实现京津冀科技创新水平的拔高生长。

Research on Beijing-Tianjin-Hebei Science and Technology Innovation Collaborative Development Strategy

The strategy of Beijing-Tianjin-Hebei collaborative development has provided a historical opportunity for the science and technology collaborative development for Beijing-Tianjin-Hebei. The efficiency of science and technology collaborative development of the three places is analyzed in the paper, which is hindered by the unbalance of innovation resource distribution, the blocking of innovation transforming between regional areas, the flow of innovative talents subjecting to institutional constrains and etc. The construction of Beijing-Tianjin-Hebei collaborative science and technological innovation system will enhance the achievement of the typical mode of Univer sity-Industry-Government based on the integration of development strategies, which can enhance the Beijing-Tianjin-Hebei science and technology innovation collaborative development according to the right reorganization of the advantages and difficulties. Through the collaborative of Beijing-Tianjin-Hebei technological innovation system, the development strategy of innovation talent aggregation and distribution item, technological innovation guarantee mechanism works, promoting large projects settled in Tianjin and Hebei, construction of property rights trading market, construction of scientific and technological innovation financial center and actively undertake Beijing education and research capabilities transforming, so as to promote the flow and industrialization of innovation resources as well as the＆quot;homogenization＆quot;of scientific and technological innovation at three places, thus contributing to the formation of innovation clusters with certain technological innovation advantages and achieving the Beijing-Tianjin-Hebei collaborative technological innovation development.
