| 摘 要： | 建立在良好的施工组织和施工资源规划基础上的项目管理自身并不足以达到高速度、低费用地生产和交付工程产品。通过探讨项目管理、技术措施和生产措施的关系，提出了如何通过良好的项目管理将技术措施和生产措施结合起来，以保障项目三要素即工期、成本和质量同时取得良好效益。

| Abstract: | The project management based on construction organization and resource planning is just one factor to build and deliver construction product efficiently by low cost. This paper demonstrates the relation of project management, technological measure and construction measure. It is concluded that the combination of technological measure and construction measure by project management can achieve project benefit in time, cost and quality simultaneously. |
