资源型产业集聚的动态溢出效应研究

本文基于2006～2013年中国31个省市自治区的面板数据，运用两阶段系统广义矩方法，实证分 析了资源型产业集聚的动态溢出效应。结果表明：（１）资源型产业集聚对资源型产业全要 素生产率的影响是动态的，当期资源型产业集聚显著促进了资源型产业全要素生产率的提高 ，但滞后一期的资源型产业集聚会抑制其全要素生产率的增长。资源型产业集聚的“集聚效 应”和“拥塞效应”会在不同时期达到不同均衡状态。（２）资源型产业集聚与人均GDP的 交叉相乘项阻碍了资源型产业全要素生产率的提升，表明资源型产业集聚对全要素生产率影 响的积极效应受到经济发展水平的影响，验证了资源型产业“威廉姆森假说”在中国的存在 性。（３）随着经济发展水平的提升，资源型产业集聚对于技术进步的积极作用逐步显现， 而对于技术效率改进的积极意义则逐步减弱。总体而言，资源型产业集聚对于技术效率变化 的影响主导了对于技术进步所产生的影响。（４）非资源型制造业集聚、物质资本投入促进 了资源型产业全要素生产率、技术进步及技术效率的提升，政府干预程度对三者的影响显著 为负，人力资本投入对资源型产业全要素生产率增长、技术效率改进的积极作用不明显，但 显著促进了资源型产业的技术进步。

Study on the Dynamic Spillover Effect of Resources Industrial Agglomeration

Base d on the panel data of 31 provinces and autonomous regions in China from 2006-20 13,this paper used two-step system GMM method and empirically analyzed the dynam ic spillover effect of resources industrial agglomeration.The results show:first ,the impact of resources industrial agglomeration on resources industrial TFP is dynamic,the current resources industrial agglomeration significantly promotes r esources industrial TFP on the provincial level,but the resources industrial agg lomeration which lags one period behind will restrain its growth of TFP.The aggl omeration effect and congestion effect of resources industrial agglomeration wil l achieve different equilibrium states in different periods of time.Second,the c ross multiplication items of resources industrial agglomeration and per capita G DP hinder the resources industrial TFP from promoting,this shows that the positi ve effects of resources industrial agglomeration on TFP is influenced by the lev el of economic development,and verify the existence of resource-based industry's Williamson hypothesis in China.Third,with the improvement of the economic deve lopment level,resources industrial agglomeration's positive effects on the prog ress of technology are gradually appearing,but its positive significances to the improvement of technological efficiency are gradually weakening.Generally speak ing,the effects of resources industrial agglomeration on the changes of technolo gical efficiency dominated the effects on the progress of technology.Fourth,non- resources industrial agglomeration and investment of physical capital promote th e resources industrial TFP,the progress of technology and the technological effi ciency,and the influences of government intervention on those three are signific antly negative.The positive effects of the investment of human capital on the im provement of resources industrial TFP and the changes of technological efficienc y are not obvious,but promote the technological progress of resource-based indus try significantly.
