| 摘 要： | 金融担保又称信用担保。作为金融市场的重要组成部分,中小企业金融担保市场承担着重要的金融功能。文章在分析中小企业金融担保风险的内涵及生成路径的基础上,借鉴国际上金融担保机构的成功运作经验,基于风险外部防范与内部控制视角系统性地构建了中小企业金融担保风险管理体系,该风险管理体系主要包括中小企业金融担保风险外部防范(子)体系和中小企业金融担保风险内部控制(子)体系两大部分。该研究将发展和完善中小企业金融担保风险管理理论,对于加快推进我国中小企业金融担保业的科学化发展进程,实现我国中小企业金融担保业的可持续发展,具有非常重要的理论指导与现实意义。
