实施国家能源发展战略要优先开发水电

我国水能资源世界第1，可开发潜力巨大，优先开发水电有利于实施西部大开发战略。水能在可再生能源中开发技术最成熟，开发经验最丰富，发电成本最低，优先开发水电符合国家的能源发展战略，符合国家经济社会发展的总体目标。只有下决心优先开发水电，才能进一步改善我国的能源结构，实现2020年节能减排和非化石能源发展目标的承诺，推进经济社会的可持续发展。分析提出了我国水电发展的目标和思路，研究了优先开发水电需要关注的重点工作，并进一步针对优先开发水电提出了相关建议。

Priority Given to Development of Hydropower Resources to Implement the National Energy Development Strategy

China ranks first in the world in hydropower resources and has huge potential for development. Giving priority to hydropower development is beneficial to implementing China＇ s western development strategy, and conforms to the national energy development strategy and the overall objectives of the national economic society development. The hydropower development is most mature in technology, richest in experiences and lowest in cost compared with development of other renewable energy resources. Only if a priority is given to development of hydropower, can China further improve its energy structure, realize its promise of energy-saving and emission reduction and the development objective of non-fossil energy by 2020, and advance the sustainable economic society development. The paper analyzes the objectives and thoughts in hydropower development in China, studies some important works that need to be emphasized and proposes some suggestions for priority development ofhydropower resources.
