| 摘 要： | 介绍了欧盟2020年能源战略的制定背景与政策框架，深入分析了欧盟能源战略在节能减排、网络建设、技术升级等方面的要点，从政府与企业2个角度提出几点启示与建议，如我国政府应高度重视能源输送网络在保障国家能源供应安全等方面的综合作用和全局意义、建立健全适应能源清洁化发展趋势的电力体制机制，我国企业应加快发展能效管理机制、推动能源领域战略性关键技术研发。
