| 摘 要： | 电力工业改革后，对于具备自然垄断特征的输配电网络，国际上通用的做法是由监管机构实施管制，价格监管是政府监管的最重要的内容。依据输配电企业的现状，借鉴已有的研究成果及目前国际上的电力市场价格管制方法，提出了同时考虑环境因子和电能质量系数的改进价格上限监管模型，并重点讨论了改进后的价格上限监管模型中电能质量系数的确定问题。
