Investment control at construction phase is an important measure to ensure project completion on schedule and to save project cost. Based on Xinjiang Xiabandi water resources project, an introduction is made to the investment control practiced during construction of the project for avoiding exceeding the budget limit and some countermeasures are proposed on the problems encountered in the practice, which can be an important reference for water resources and electric power projects in the whole process cost control management at construction phase.
