| 摘 要： | 介绍了美国火电厂污染物排放和控制基本情况，特别是其为控制SO2排放而采取的总量控制与交易计划，分析了美国污染物排放监测与控制的主要特点，并结合中国的实际情况，从法律法规标准建设、环保监管体制、监管手段和方法等方面，提出控制我国火电厂污染物排放的建议。

| Abstract: | This paper introduces the monitoring and controlling status of coal fired power plant emissions in USA,especially the design and implementation of SO2 cap and trade program,which has been successful in the USA. Based on the experiences of the USA,some suggestions are made to China's control of coal fired power plant emissions in several aspects including construction of law and regulations,environmental regulatory systems and regulatory methods. |
