| 摘 要： | 运用改进的SBM模型对我国各省市区环境经济效率及其环境规制带来的经济影响测算的结果表明,各省市区环境与经济效率整体较低且趋于下降,环境规制带来的经济损失则在上升,说明我国工业和经济发展方式仍然粗放。应切实转变经济发展方式,发展循环经济,实行有区别的环境规制政策和减排目标,适当提高能源使用的成本。

| Abstract: | This paper applies improved SBM to estimating the environmental and economic efficiency and the impact of environmental regulations on economy in China＇s provinces and cities.The findings indicate that environmental and economic performance,on the whole,is rather low and goes down,while the economic loss incurred by environmental regulations is on the rise,reflecting the extensive development of China＇s industry and economy.It is suggested to transform economic growth,develop cycle economy,carry out different environmental regulations and emission reduc-tion targets and feasibly raise energy consumption cost. |
