| 摘 要： | 规模经济是新世纪中国工业发展过程中的一个重要经济问题和讨论热点。产生规模不经济的原因是复杂和多种多样的，并有着深刻的历史背景。有些地方也不可能完全和国外相比，其中现存的经济管理体制，如中央和地方分割的财政金融体制可能是造成地方政府干预经济建设的一个重要背景。这些问题必将随着历史的发展和改革开放的深化而逐步解决。本文对此进行了讨论。并提出作者的一些观点和想法，现发表于此，并望能收到读者更多的讨论文章。本刊将有选择地在以后发表。
