国有企业改制中职工身份置换模式的再认识

摘    要:通过建立三权互动的改制模式深化国有企业改革,对促进经济协调发展和维护社会稳定具有十分重要的战略意义。而建立这种模式的关键就是对改制过程中产生的“弱势群体”进行有效的救助。当前以“平均主义”为主要特征的身份置换模式虽然取得了促进产业结构调整等一系列积极效果,但由于缺乏科学和系统的规划,在制度设计和运行中并未遵循“弱者救助”的逻辑,出现了以不科学、不公正和低效率为主要内容的制度缺陷,迫切需要从制度上予以规范和改进。

Abstract:To harmonize the relations of human rights, property rights and creditor's rights is very important in the process of reform of state owned-enterprises. However, the key to attain the goal is to ensure that the social vulnerable groups will be compensated properly. In recent years, some Chinese local governments already performed a few policies in which if the employees abandon the status will receive compensation. But present compensation mode not only lacks scientific plan, but also violates the principle of "saving the weak". Although the mode has ever achieved some positive results, we still think it must be improved as soon as possible because of the mode has a lot of deficiencies such as nonscientific, inequity, inefficient on the whole.
