行政垄断制度选择的一般分析框架——以我国电信业行政垄断制度的动态变迁为例

行政垄断是政府机构利用行政权力对竞争进行限制和排斥，会造成资源配置扭曲、社会福利损失、收入分配不均以及地方保护和区域市场分割等问题。但现实中行政垄断是客观并普遍存在的．在特定的经济环境中．行政垄断作为资源配置的一种手段发挥了市场调节无法实现的作用。本文借鉴新比较经济学的社会制度选择分析框架，建立了行政垄断制度选择的一般分析框架．并以此来重新思考行政垄断制度选择问题．最后应用该一般分析框架分析我国电信产业行政垄断制度的动态变迁过程。为我国行政垄断制度的改革提供一个一般分析框架和相应的理论指导乃本文目的之所在。

A General Analytical Framework of Administrative Monopoly Institution Choice: Take Dynamic Change of Administrative Monopoly Institution of China's Telecom Industry as an Example

Administrative monopoly is the government agency using its administrative power to restrict or exclude competition that will lead to distortion of resources allocation,loss of social welfare,unfair income distribution,malignant problems of local protection,regional market segmentation,and so on.In reality,administrative monopoly exists objectively and popularly.Administrative monopoly institution as a way of allocating resources plays an important role that market system can not do.This article establishes a general analytical framework of administrative monopoly institution choice from the framework of the social system choice of the new comparative economics to rethink the choice of our country's administrative monopoly institution,and then uses the analytical tool to study the dynamic changes of the administrative monopoly institution of China's telecommunication industry.In a word,the purpose of the article is providing a general analytical framework and some theoretical guides for the reform of our country's administrative monopoly institution.
