中国煤、电关系的产业组织学分析

煤、电关系紧张是困扰中国经济的一个重要问题。本文认为煤、电紧张关系产生的根源在于煤、电企业之间所形成的纵向价格双轨制。正是由于纵向价格双轨制的存在才引发了煤炭企业、电力企业和政府的三方长期博弈,并进而导致了煤炭市场和电力市场的效率损失。本文认为,纵向一体化是缓解煤、电紧张关系的有效途径。

An Industrial Organization Analysis of the Relation Between Coal Enterprises and Electric Power Enterprises in China

The relation between coal enterprises (CEs) and electric power enterprises (EPEs) is the difficult problem for government to resolve in China. The root of the strain relation lies in the vertical dual-price system between them, which induces the game played by CEs, EPEs and government, the efficient loss of economy and the decline of national welfare level. As the analysis result, this paper reckons that the vertical integration is the effective method to relieve the strain relation between CEs and EPEs.
