项目全生命周期经济评价方法探究

针对各油气田企业强化完整项目管理,追求投资高回报的现状,从全生命周期的界定入手,研究探索项目全生命周期经济评价方法与评价指标体系,根据项目周期的阶段性差异把全生命周期分为前期论证阶段、项目运行阶段和项目结束后三个阶段,提出了每个阶段的评价方法与指标,打破了“就项目而评价项目”的传统评价模式,创建了“多层次、多角度的全方位经济评价方法”,体现了建设项目的综合经济效益,为老油田提高投资回报奠定坚实的评价基础.此外,文章还结合辽河油田SAGD项目实证了该评价方法的实用性.

Economic evaluation method for the whole life cycle of projects

In view of the current situation that oil and gas field enterprises enhance complete project management to get a high return on their investments, the study starts with the definition of the whole life cycle, and the economic evaluation method and evaluation index system of the whole life cycle of a project are investigated. According to the differences between different stages, a whole life cycle is divided into three stages: the early demonstration stage, the operational stage and the post-end stage; the evaluation method and indexes for each stage are put forward; the traditional evaluation pattern of the "isolated evaluation of a project" is broken down and the "multi-stage multi-perspective economic evaluation technology" is created; the comprehensive economic benefits of the project are displayed in an objective manner, thereby laying solid foundations for increased investment returns from old oilfields. The analysis of the Liaohe Oilfield SAGD project further demonstrates the practicability of the evaluation method.
