摘    要:城市化水平是衡量一个国家或地区经济发展的重要标志,近年来中国的城市化进程不断加速,但仍处于高投入、低产出的发展模式。本文利用DEA和Malmquist指数模型方法,对1991年—2011年新疆15个地州的城市化效率及其变化情况进行了分析。结果表明,新疆城市化效率总体上未达到理想状态,呈现先上升后下降的趋势。其下降的主要原因是处于规模报酬递增状态的地区数量不断增加、技术变动的无效率和规模过小。从整体来看,新疆各地州城市化过程中所投入的各种要素的非集约度都较高,新疆整体的城市化仍旧依靠扩张投入要素的粗放型增长方式。

A Study of Urbanization Efficiency in Xinjiang Based on DEA Model

Abstract:Urbanization is an important symbol to measure a country or region's economic development. In recent years, the process of China' s urbanization is speeding up increasingly, hut still in the model of development of high input and low output, therefore the research of urbanization efficiency is necessary. Based on the DEA model and Malmquist index model, this paper studies the urbanization efficiencies of 15 states in Xinjiang and their changing trends during the period 1991 -2011. The results show that the overall efficiency of urbanization in Xinjiang has not reached the ideal state, and shows a downward trend after the rising. The number of areas in the state of increasing returns to scale is increasing, the inefficiency of the technology change and the too small scale is leading to the decline of urbanization efficiency of Xinjiang. On the whole, in the process of urbanization, the non - intensive degree of the various elements what the states in Xinjiang invested are high, the urbanization level is improved by extensively increasing inputs.
