西部民族地区农村合作医疗制度创新

建立新型农村合作医疗是改变西部民族地区贫穷落后状况的一项必要措施。西部民族地区实施新型农村合作医疗虽然取得了一定成效,但还存在很多问题。本文认为,问题产生的原因在于制度本身的不健全、政策执行不力等。因此,强化政府职责并适度引入市场机制是解决问题的根本途径。

Institutional Innovation of the Rural Cooperative Medical System in Western Minority Areas

Establishing the new rural cooperative medical system is a necessary step to change the state of poverty of the western minorities.Since the new rural cooperative medical system has been carried out,some problems have turned up along with the acquired achievements.The root causes are the imperfect system,the insufficient implementation and the uncooperative target-groups.Strengthening the responsibility of the government,meanwhile properly introducing market mechanism into the system,is the basic way to solve these problems.
