全国科技创新中心建设中北京市属科研院所人才工作思路研究——以北科院为例

2014年2月26日,习近平总书记在北京考察时,首次把科技创新中心确定为首都的四大核心功能之一。建设全国科技创新中心,既是北京的使命,也是北京发展的必由之路。全国科技创新中心建设的核心要素是人才,为此,作为北京市属科研院所必须加强人才队伍建设,提升科技创新和科技成果转化能力,服务全国科技创新中心建设。通过对北京市属最大的综合性科研机构进行深入调研,分析其人才工作的现状、面临的问题及挑战,结合科创中心建设的人才需求,从高端人才引进、青年人才培养与激励等薄弱方面入手,提出包含共性与个性特征的人才工作应对思路,为其他北京市属科研院所提供借鉴。

Research on Talent Work Ideas of Beijing City Research Institutes in the Construction of National Science and Technology Innovation Center-take Beijing Academy of Science and Technology as An Example

On February 26, 2014, when inspected in Beijing, General Secretary Xi Jinping first identified the Center for Science and Technology Innovation as one of the four core functions of the capital. The construction of national science and technology innovation center is an important measure for transforming the economic development mode and enhancing the comprehensive competitiveness of the country in the new normal. It is the new responsibility that the Central Government entrusts Beijing with. It is not only the mission of Beijing but also the only way for its development. The core element is talent in the construction of National science and technology innovation center, therefore, as Beijing Research Institutes, it is imperative to strengthen the building of talent team, enhance the ability of scientific and technological innovation and to transform scientific and technological achievements so as to serve the construction of national science and technology innovation center. This article selects the largest and multidisciplinary, cross-industry municipal Beijing city research institution as a research object, Through in-depth analysis of the status, problems and challenges of its talent work, combined with the needs of talent in science and innovation centers, this paper puts forward the countermeasures of talent work with common features and individual characteristics from the aspects of the introduction of high-end talents, the cultivation and encouragement of young talents, for other Beijing city research institutes to provide reference.
