山东省专业技术人才整体性开发研究

专业技术人才整体性开发是对各类专业技术人才资源进行的系统的、多层次的开发体系和过程。山东省在专业技术人才资源整体性开发内容上,虽然取得一定成就,但同时其数量上、素质上、结构上和效能发挥上仍存在不足。因此应该从专业技术人才预测与规划、培养与使用、配置与管理等整体性开发环节上采取措施,加强山东省专业技术人才队伍建设。
