基于专利强度分析的区域中药材产业创新水平评价

中药材产业创新能力是中医药事业高质量传承发展的保障。以2009-2018年中国中药材产业已授权发明专利为研究对象。首先构建10个可量化的专利强度评价指标，用CRITIC赋权法对专利指标进行赋权，计算单个专利的专利强度。然后用正态分布函数划分专利强度等级，计算全国各省份的专利强度等级占比。最后以专利强度等级占比情况凸显产业创新发展水平，发现沿海以及围绕直辖市的省份的中药材产业创新发展水平良好，西部欠发达地区创新水平还有很大的发展空间，说明中药材产业创新发展能力与资源分配和经济发展有很大的关系。

Evaluation of Regional Innovation Level of Traditional Chinese Medicine Industry Based on Patent Strength Analysis

The innovation ability of Chinese herbal medicine industry is the guarantee for the high-quality inheritance and development of Chinese medicine. This article takes 2009-2018 Chinese herbal medicine industry authorized invention patent as the research object. Firstly, 10 quantifiable patent strength evaluation indicators are constructed, and the patent indicators are empowered by the CRITIC empowerment method to calculate the patent strength of a single patent. Then, the patent strength level is divided by the normal distribution function, and the proportion of the patent strength level of each province in the country is calculated. Finally, the proportion of patent strength grades highlights the level of industrial innovation development. It is found that the innovation level of Chinese herbal medicine industry in the coastal areas and the provinces surrounding the municipality is good. There is still a lot of room for innovation in the underdeveloped areas of the western region, indicating the innovative development of Chinese herbal medicine industry. Capacity has a lot to do with resource allocation and economic development.
