新兴技术赋能应急管理体系建设研究

作为应对重大突发和公共安全事件的"杀手锏",应急管理体系在当今社会发展中承担着重要使命任务,并随新兴技术的飞速发展与之深度融合,使其产生了质变飞跃.首先梳理以大数据、人工智能为代表的新兴技术赋能应急管理体系建设的研究现状,分析新兴技术赋能应急管理工作过程中的应用价值.然后依据过往研究,将应急管理体系划分为平时工作体系、急时响应体系、保障支撑体系三大体系,阐述各个环节应用新兴技术的主要内容.最后,为实现应急管理体系高质量发展,顺应新兴技术发展大势,探索了未来应急管理体系融合新兴技术的发展思路.

Research on Emergency Management System Construction Enabled by Emerging Technology

As the key in dealing with major emergencies and public security incidents, emergency management system bears an important mission in the development of today''s society, due to the rapid development of emerging technology and its deep integration, has produced a qualitative leap. Firstly ,summarizes the research status of emerging technology-enabled emergency management system represented by big data and artificial intelligence, and analyzes the application of emerging technology-enabled emergency management in the process of work. Then, the emergency management system is divided into three major systems based on previous studies: peacetime work system, emergency response system and support system, and the main content of the application of emerging technologies in each link is described. Finally, in order to achieve high-quality development of the emergency management system and conform to the general trend of emerging technology development, the future development ideas of emergency management system integration with emerging technology are explored.
