城镇职工基本养老保险中央调剂金政策调剂效果分析——基于2008—2017年省级面板数据测算

基本养老保险中央调剂对于解决当前养老保险地区间不平衡问题具有重要的作用。利用2008—2017年各省有关城镇职工基本养老保险的历史数据，根据调剂金制度规定，建立测算模型。对调剂比例进行动态调整，假设以2008年的3%为基准，之后每年增加0.5%，到2017年的7%，研究在更长的时间维度上检验中央调剂金政策的调剂效果。

Analyze on the Adjustment Effect of Central Adjustment Fund Policy for Urban Workers Basic Old-age Insurance:Based on the provincial panel data from 2008 to 2017

The central adjustment of basic old-age insurance plays an important role in solving the imbalance problem of current old-age insurance among different regions. Based on the historical data of urban workers basic old-age insurance in various provinces from 2008 to 2017, according to the regulations of the adjustment fund system, a calculation model is established to dynamically adjust the adjustment ratio. Assuming that it is based on 3% in 2008, it will increase by 0.5% every year to 7% in 2017, so as to test the adjustment effect of the central adjustment fund policy in a longer time dimension.
