基于我国农村基础教育的公共财政投入问题及其改革

我国农村的基础教育是一种准公共产品,有着巨大的外部正效应,政府提供已成为现代政府的重要职能。尽管我国基础教育普及率在国际上位于前列,但还存在投资主体重心偏低、经费总量不足、财政资源分布失衡等问题,与教育优先发展的地位还不相适应。因此,必须改革和完善农村基础教育的管理体制,保障政府对农村基础教育的经费投入,构建新的公共财政投入机制。
