创新土地流转服务平台探析

论文从培育农村土地承包权流转市场，科学搭建土地流转的中介服务平台的角度，探讨了土地流转中介服务平台的性质、服务范围和内容。指出创新土地流转中介服务平台建设应做好：（1）政府引导，政府和中介组织共同搭建平台。（2）服务内容包括“政策性”和“市场性”活动。（3）借鉴城镇建设监理制度对流转地的经营使用进行监管。（4）充分发挥服务平台作用，实现规模性流转。文章提出的政策建议，为政府有关部门及社会组织加快推进农村土地流转工作提供了新的思路。

Discussion and analysis on innovation of service platform about rural land circulation

The paper analysis how to construct the intermediary organization and service platform of rural land circulation which accelerating the market cultivation of rural land circulation, and discussing the service ranges and content of the intermediary organization and service platform. The article proposed some policy and suggestion, that providing new ideas for the government department and the social organization who would advance the work about rural land circulation.
