日本奈良先端科学技术大学院大学的知识产权和技术转移

日本奈良先端科学技术大学院大学（NAIST），作为一所当时只有16年教学科研历史的大学，在2008年日本“国立大学科学技术活动调查结果”中“科学研究费补助金”、年轻研究人员（37岁以下）比例、教师人均专利许可收入等三项指标排名中均为第一。本文回顾了NAIST大学的发展历程，深入分析了NAIST大学的组织体制、政策指引、工作模式、权力申请流程四个关键因素，并对我国知识产权事业和技术转移的发展提出了若干建议。

Survey on the Intellectual Property and Technology Transfer of Japan NAIST University

According to the result of the survey on the scientific and technologic activity of Japan national university, National Ad- vanced Institute of Science and Technology（NAIST） which only has 16 years history of teaching and research gets the first place in the three important index of the subsidy of scientific research and the ratio of young researcher（ under 37 ） and the teacher＇ s average revenue from the license of technology. This paper summarizes the history of NAIST, analyzes the four key dimensions--organiza- tional mechanism, policy direction, work pattern and flow of rights application, moreover, this paper finally gives some advice on the development of the Domestic intellectual property and technology transfer.
