大学科技城协同创新风险管理研究——二元语义信息评价方法与理论的视角

摘    要:风险管理关系到大学科技城协同创新的效率与效益。考虑大学科技城协同创新风险评价信息的特点,在协同创新风险评价中采用二元语义信息评价。通过探究大学科技城协同创新风险因素及其作用机理,以二元语义为评价信息,构建大学科技城协同创新风险管理流程和风险判别标准,对协同创新风险指标体系、风险评估模型等进行系统研究,构建一种证据推理的群决策方法。为验证大学科技城协同创新风险决策模型和方法的有效性,选择岳麓山国家大学科技城协同创新项目进行实证分析。实证结果表明,所列举的案例大学科技城存在技术、创新投入、溢出效应、市场规模、沟通和交流等风险。

Abstract:Risk management is related to the efficiency and benefits of collaborative innovation in University Science and Technology Park(USTP).Considering the characteristics of collaborative innovation risk evaluation information of USTP, binary semantic information evaluation is adopted in collaborative innovation risk evaluation. By exploring the risk factors and mechanism of collaborative innovation in USTP, taking binary semantics as evaluation information, this paper constructs the risk management process and risk discrimination standard of collaborative innovation in USTP, systematically studies the risk index system, risk assessment model of collaborative innovation, and constructs a group decision-making method of evidence reasoning. In order to verify the effectiveness of the risk decision-making model and method of collaborative innovation in USTP, the collaborative innovation project of Yuelu Mountain University, Science and Technology Park is selected for empirical analysis. The empirical results show that the listed case has risks such as technology, innovation investment, spillover effect, market scale, communication and exchange.
