| 摘 要： | 日本证券监管机构在长期的发展中经历了3个发展阶段，一是无专门证券监管机构阶段，二是由财政部统一监管阶段，三是由金融服务局统一监管阶段。通过3个阶段的演变，日本建立了现代化的统一证券监管模式，监管机构的职责和权限更为清晰，不但保持了较强的行政性质，而且还设计了完善的协商机制，并保留了相当程度的分业监管特征。这些特点说明，日本政府对证券监管机构的改革是在借鉴国外先进经验的基础上结合本国国情因地制宜进行的。
