外资与内资对我国污染排放影响的比较研究——基于省级面板数据的实证分析

随着外资规模的逐渐扩大,其对我国环境污染的影响不容忽视。文章首先论述了应从与内资企业对比的视角来分析外资对我国污染排放的影响,借鉴Grossman分解模型构建了包括外资经济规模、内资经济规模、经济结构、技术水平等自变量的计量模型以比较外资与内资对环境污染的不同影响,并以1999～2009年我国30个省份的面板数据为基础进行了实证研究。结果表明,不论是全国层面还是区域层面,外资和内资企业经济规模的增大都在一定程度上增加了我国的环境污染排放,但是与内资相比外资对污染排放的影响相对较小;对于部分污染物而言,外资的不利影响由东至西呈现出逐渐递增的特征。

The Comparison Study of Effect on Pollutants′ Emission of Foreign Capital and Domestic Capital: An Empirical Analysis based on Inter-provincial Panel Data

As the scale of foreign investment has been expanded gradually,its effect on pollutants′ emission cannot be ignored.The paper we puts foreign capital and domestic capital into a unified analytical framework,and then establishs a model to compare the effect on environmental pollution of this two capital based on the Grossman decompose model.The model is estimated by 30 Chinese provinces′ panel data on emission of four pollutants(1999~2009) in foreign and domestic industry sectors.The results show that both foreign and domestic industry sector tend to increase the pollutants′ emission,while the effect of foreign capital is relatively smaller on both national and regional level.For some pollutants,the negative effect of foreign capital increases from east to west gradually.
