| Abstract: | HeiLongJiang Province should heigaten ecanomic competitive force constantly, strengthen the strategic position and function of science and technology is the first productivity. Positive countermeasures for realization of the aim are that increasing model of research and development should be put in the same position as that recreation and exploration, high technology have the same importance as development and application of middle technology, professional education and professional training should develop in parallel way. |
