| 摘 要： | 装备制造业是黑龙江重点发展的支柱产业，而在黑龙江装备制造业发展中存在着发展规模偏小、资本结构不合理、自主创新能力差、产品竞争力低、分工体系不合理等诸多问题，是由科研投入不足、科研人员流失严重、生产工艺落后、体制改革滞后等深层次原因致使的。
