| 摘 要： | 西部地区经济社会发展的落后从产业的视角看主要在于能矿型和嵌入式的产业经济布局，解决这一飞地经营困境在于产业集群的组建。西部地区组建产业集群主要以原发型和衍生型产业集群的组建为主。其关键在于政府管理的改革和创新，尤其是区域经济协调制度、产权制度和促进民间商会的发展。

| Abstract: | Access from the view of industry,the reason for western area falls behind is the distribution of energy and ore type and inserting-like type industry.The solution for the problem is to rebuild industry group.The rebuild should take original and growing industry colony as the main body,whose key is government's reform and innovation,especially in regional economic coordination,property right system and promoting folk commerce committee development. |
