我国低保制度演进的经济学解析一个基于信息不对称的动态博弈模型

本文就城市低保制度建立以来,特别是"应保尽保"的要求提出以后,大量出现的骗保现象,建立了一个基于信息不对称的动态博弈模型.通过对模型中参数的讨论,对骗保的原因和政府采取的一些措施进行了相关评论.在实践中,基于公示制度,并引入"奖励邻里监督举报机制"的方法在一些地方取得了很好的效果.在本文的模型中,通过数理的方法证明了利用邻居的信息优势对申请低保者进行监督,可以保费节省、减少骗保的发生.最后,本文利用此模型尝试对经典的企业性质问题进行解释,提出物理位置的接近或专业领域的靠拢可以改善信息不对称的状况,从而达到节省交易费用,代替市场机制的目的.

Study on Social Security in Urban Areas——A Game Model based on Asymmetric Information Problems

The purpose of this study is to establish a game model aimed at solving the asymmetric information problems occurred in social security in urban areas. This study introduces a mechanism, which encourages neighbors to disclose the cheating. This study also intends to solve the classical agent problem, and prove that the clients could change his position due to shortage of information by buying information from the third party who has more information about the agent.
