农业绿色发展指数构建与测度：2005—2018年

农业绿色发展是新时代我国生态文明建设的重要实践。科学界定农业绿色发展内涵,定量评价农业绿色发展水平,探求现阶段农业绿色发展短板,是促进生态文明建设与农业现代化同步发展的迫切需求。在界定农业绿色发展内涵的基础上,从低碳生产、经济增收、安全供给3个维度选择10个三级指标,构建了评价农业绿色发展水平的农业绿色发展指数,并对2005—2018年我国农业绿色发展指数以及2018年省域农业绿色发展指数进行测度分析。结果表明:2005—2018年我国农业绿色发展水平上升趋势生成,2018年省域农业绿色发展水平区域差异明显;我国推进农业低碳生产取得了初步成效,农业经营增收能力和优质农产品供给能力有待提升。推进我国农业绿色发展,应推进农业用地规模化经营,加大农业生产源头化治理,促进农产品消费市场化改革。

Construction and Measurement of Agricultural Green Development Index:2005-2018

Agricultural green development is an important practice of national ecological civilization construction in the new era.It is an urgent need to scientifically define the connotation of agricultural green development,quantitatively evaluate the level of agricultural green development,and explore the short board of agricultural green development at this stage to promote the synchronous development of ecological civilization construction and agricultural modernization.On the basis of defining the connotation of agricultural green development,10 three-level indicators were selected from three dimensions of low-carbon production,economic growth and safe supply,and an agricultural green development index was constructed to evaluate the level of agricultural green development,and the national agricultural green development index from 2005 to 2018 and the provincial agricultural green development index in 2018 were measured and analyzed.The results showed that:from 2005 to 2018,the rising trend of green agricultural development has been generated in China,and the regional differences of provincial agricultural green development level were obvious in 2018.Initial results have been achieved in promoting low-carbon agricultural production in China,income-increasing capacity of agricultural operation and supply capacity of high-quality agricultural products need to be improved.Therefore,scale management of agricultural land,source management of agricultural production and market-oriented reform of agricultural products consumption are the direction of future green development of agriculture.
