博弈论视角下的自然垄断产业规制改革

产业规制的过程实际上是规制机构、被规制企业、消费者和其他利益集团之间的利益博弈过程,各个博弈参与人不仅为了追求自己的利益最大化而进行寻租和相互影响,而且还通过相互之间的影响决定着博弈规则的形成。为促进我国自然垄断产业的改革,需要创造制度环境。同时,必须界定清晰可行的规制目标和关注改革过程中的隐形成本问题。

Reform of the Natural Monopoly Industries Regulation from the Perspective of Game Theory

The regulation is actually a process of interest game involving regulatory institutions,regulated corporations,con- sumers and other interest groups.Every participant not only seeks rents and influence each other to maximize his own bene- fit,but determines the formation of game rules through their inter-influence.Thus,for facilitating the reform of China's nat- ural monopoly industries,it's very important to create the relevant institutional environment for regulation reform;more- over,a clear regulation target should be defined during the reform and concealed cost of reform should also be considered.
