都市圈建设:新时代区域协调发展的战略选择

改革开放以来,随着区域发展战略的不断实施,我国区域政策的精准度不断提高,区域合作机制不断完善,区域协调发展取得了较大成绩。然而当前的区域协调发展仍然面临着行政壁垒束缚、协调机制不完善、规划尺度过大等现实挑战。小尺度、跨区域、精准化的都市圈建设是区域协调发展中的重要一环。新时代为更好地促进区域协调发展战略的实施、提高区域政策的精准性,应当及时推进跨区域层面的都市圈建设。促进都市圈建设应当以促进要素流动、明确区域分工、加强城市治理和协调机制建设,形成都市圈"功能—产业—人口—空间—公共服务"相协调的发展格局。

The Construction of Metropolitan Area: A Strategic Choice of Coordinated-Regional Development in the New Era

Since the reform and opening-up,with the continuous implementation of regional development strategy,the accuracy of China’s regional policy is constantly improving,regional cooperation mechanism is constantly improving,the coordinated regional development has made great achievements.However,the current coordinated regional development is still facing several practical challenges as the constraints of administrative barriers,imperfect coordination mechanism,and excessive planning scale.The metropolitan area construction with the features of small scale,cross-regional and precise is an important part of coordinated regional development.In order to better promote the implementation of coordinated regional development strategy and improve the accuracy of regional policies,the construction of metropolitan area should be promoted in time.To promote the construction of metropolitan area,we should promote the flow of factors,clarify the division of labor,strengthen the construction of urban governance and coordination mechanism,and form a coordinated development pattern of“function-industry-population-space-public service”in metropolitan area.
